City of Bellingham Recycle Resolution

Resolution NO. 65- 92

            A RESOLUTION ADOPTING GOALS FOR THE PROCUREMENT OF RECYCLED PRODUCTS AND RECYCLABLE PRODUCTS BY THE CITY OF BELLINGHAM AND ITS CONTRACTORS; AUTHORIZING THE MAYOR TO PROMULGATE POLICIES THROUGH ADMINISTRATVIE ORDERS WITH REGARD THERETO; AND REQUIRING THE CONSIDERATION OF RECYCLED PRODUCTS IN SENDING OUT REQUESTS FOR BIDS.

WHEREAS, recycling reduces the loss of virgin materials and the loss of land for landfills, thus helping to preserve the environment; and

WHEREAS, the availability of markets for recycled products is essential to the success of recycling and is a key element of any comprehensive approach to solid waste management as well as energy and resource conservation and,

WHEREAS, waste reduction by prudent purchasing is another way of achieving a reduction in the waste stream;

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BELLINGHAM AS FOLLOWS:

Section 1. The Mayor of his designee is hereby authorized and directed to promulgate procedures and guidelines by administrative order consistent with this resolution to govern the procurement of products and materials made from recycled or recyclable materials to the maximum extent practicable by all City departments, and to encourage waste reduction. Such administrative order shall list products and materials that have significant levels of recovered materials that can and should be readily procurable. Designated products or materials shall wualitfy as recycled products if they meet minimum content standards as defined by administrative order. As a first step in implementing these policies, designated products of materials shall include, but are not limited to the following:

    • Paper and paper products
    • Letterhead and stationary
    • Envelopes
    • Paper for convenience copying
    • Business cards
    • Miscellaneous outside printing

Other products to be explored should be mulch and topsoil, re-refined antifreeze, oil and lubricants and tires.

            Section 2. Recycling Policies, Procedures and Requirements.

  • In procuring designated products and materials, the City shall develop a policy to require, when feasible, recovered material and/or post-consumer material content to be factors in determining the lowest responsive bids in any competitive bidding process.
  • The City shall promote the use of recycled and recyclable products by publicizing its procurement program and by disseminating information about recycled and recyclable products.
  • It is not intended that the City or its contractors procure products that do not perform adequately for their intended end use of products that are not available at a reasonable price within a reasonable period of time.
